This research aims (1) to determine the form of regulation of the responsibility of the J&T office for delays in the delivery of goods. (2) To find out the responsibility taken by business actors for delays in the delivery of goods.The type of research used by the author in this research is empirical juridical research, namely a legal research method that functions to see the implementation of law or the operation of law in society. With this approach, the author will obtain data related to the implementation of a law, norms and legal rules. according to the research object.The results of this research show that forms of delay by business actors in sending goods include (1) Force Majeure Delivery situations which are beyond the control of the business actor, such as pay day sales, weather factors and transportation route factors which also influence the overload of goods delivery which leads to delays. (2) Delay is a type of delay in the delivery of goods due to an element of negligence on the part of the business actor, so consumers who experience delays in goods can submit aclaim which is the responsibility of J&TExpress where the amount of the claim cannot be calculated with the amount of the bill from J&T. (2) The form of responsibility of business actors towards customers who experience problems in the delivery process, especially in terms of delays in delivery, can experience material and immaterial losses. This is because the types of goods sent expire quickly, or if the goods are not received on time, the goods become unusable or less useful.As for what can be recommended (1) J&T can provide more detailed information to customers regarding the procedures and risks of transportation services used by the public so that they can make an assessment of the arrival of goods. (2) The need to provide legal certainty by providing responsibility in the form of compensation for losses for parties who use J&T Line services
