The aims of this research are (1) to find out theapplication of restorative justice to narcotics cases at theinvestigation level at Gorontalo Regional Police and (2) tofind out the obstacles faced by Gorontalo Regional Policeinvestigators in applying restorative justice at theinvestigation level. The research method employed isempirical legal research, which is a method that serves tosee the law in real terms and examine how the law worksin the community. The research results indicate that: 1)The application of restorative justice in the settlement ofnarcotics cases at Gorontalo Regional Police shows acommitment to justice and humanity. The process isregulated following Police Regulation Number 8 of 2021and involves the suspect's family, investigators, and theIntegrated Assessment Team (IAT). 2) Gorontalo RegionalPolice investigators face obstacles in applying restorativejustice at the investigation level, mainly due to the weaklegal rules governing this approach and the lack ofknowledge and community attitudes that tend to supportthe punitive approach.
