The purposes of this study are (1) to find out the Restorative Justice application at the investigation level under the National Police Chief Regulation of 2021 in the Gorontalo Regional Police and (2) to find out the obstacles faced by Gorontalo Regional Police investigators in applying Restorative Justice at the investigation level. The research method used in this study is empirical legal research. An empirical legal research method is a legal research method that serves to see the law in real terms and examine how the law works in the community. The results of this study indicate that: (1) The application of Restorative Justice concept in Indonesia's integrated criminal justice system has not been applied in an integrated manner due to the absence of regulations with a high degree of application of Restorative Justice. It is what causes the criminal justice subsystems of the police, prosecutors, judiciary, and correctional institutions in Indonesia to not fully understand what exactly is meant by the concept of Restorative Justice. (2) There are still three inhibiting factors in the Restorative Justice application in the case of criminal defamation: legal substance factors, legal structure factors, and community culture factors.
