The aims of this research are (1) to find out the application of restorative justice to narcotics cases at the investigation level at Gorontalo Regional Police and (2) to find out the obstacles faced by Gorontalo Regional Police investigators in applying restorative justice at the investigation level. The research method employed is empirical legal research, which is a method that serves to see the law in real terms and examine how the law works in the community. The research results indicate that: 1) The application of restorative justice in the settlement of narcotics cases at Gorontalo Regional Police shows a commitment to justice and humanity. The process is regulated following Police Regulation Number 8 of 2021 and involves the suspect's family, investigators, and the Integrated Assessment Team (IAT). 2) Gorontalo Regional Police investigators face obstacles in applying restorative justice at the investigation level, mainly due to the weak legal rules governing this approach and the lack of knowledge andcommunity attitudes that tend to support the punitive approach.
